Instructions
In a mixing bowl, blend flour, sugar, salt, and baking powder.
Add coconut milk, water, and vanilla flavor.
Mix until smooth.
Fill each 2oz puto cups 2/3 full with the mixture.
Steam in boiling water for 20 minutes.
Let puto cool for a few minutes.
Cover top of each puto with one teaspoon of cheese dip.
Serve and enjoy.
